From what I can find in the research, the Eagle belt buckles vary somewhat as to how far up the laurel leaf sheaves go and whether the rays emanate all the way to the edge and this is due to the individual manufactures and how they each produced them. They all have the banner that says "E Pluribus Unum" which means 'out of many, one.'
Depending on where the soldiers purchased their buckle, depends how just how it will look. The very early ones have the belt loop to the side and these somewhat later ones have the belt loop on the back.
